The Decree also provides with respect to fair trade practices and the protection of consumers and prohibits, among other things, false or misleading representations. The Commission shall, among other things: promote effective competition; facilitate a balance between efficiency and environmental and social considerations; and ensure non-discriminatory access to monopoly infrastructure and services. The Minister may declare an industry to be a regulated industry for purposes of this Act. The Commission must register access agreements for access to regulated industries. The Act also provides for arbitration of access-regime disputes.
