Abstract

This Decree establishes the Commerce Commission as a body corporate, defines its functions and powers and provides with respect to its administration. The Decree also provides with respect to fair trade practices and the protection of consumers and prohibits, among other things, false or misleading representations. The Commission shall, among other things: promote effective competition; facilitate a balance between efficiency and environmental and social considerations; and ensure non-discriminatory access to monopoly infrastructure and services. The Minister may declare an industry to be a regulated industry for purposes of this Act. The Commission must register access agreements for access to regulated industries. The Act also provides for arbitration of access-regime disputes.
