It deals, in particular, with the transboundary effects of such pollution and it is aimed at the harmonization of national measures to be taken and at the formulation of basic frames of international cooperation. The Code establishes the following measures to be implemented according to the provisions contained in the Annexes: 1) National legislative and administrative measures against pollution as well as measures aimed at the mitigation and containment of damage resulting therefrom; 2) International cooperation by means of agreements and institutional arrangements; 3) Exchange of relevant information between riparian countries; 4) Participation of the public concerned in hearings, preliminary inquiries and administrative and judicial proceedings; 5) Adoption of economic instruments; 6) Definition of criteria and procedures for the authorization of hazardous activities; 7) Risk and vulnerability analyses and assessments; 8) Application of contingency plans; 9) Setting up of efficient warning and alarm systems; 10) Prompt and adequate damage compensation; 11) Post-accident surveillance.
