The present Regulation enacts the Climate Change and Emissions Reductions Act. The Regulation lays down provisions relating to coal-fires emergency operations which are operations using coal to generate power in Manitoba that, in the opinion of Manitoba Hydro, are necessary to: a) prevent or minimize the impact of a system or local emergency or any other condition that may b) provide power if, due to forecasted water supply conditions in Manitoba, demand for power is expected to exceed aggregate supply; or c) maintain coal-fired generating facilities in a state of readiness to respond to an emergency or other condition. The text – consisting of 5 sections – deals with the following aspects: definition of “emergency operation”, notification to the Minister, annual coal operations emergency preparedness, reporting and coming into force.
