Abstract The present Act lays down the climate goals and a planning framework for Finland's climate policy and its monitoring. The purpose of the Act is to streamline and coordinate the planning and surveillance of the measures aimed at mitigating and adapting to climate change; as well as to strengthen the opportunities for the Parliament and the general public to participate in and influence the planning of climate policy. It applies to state authorities in the preparation of climate policy plans and their surveillance. The Act contains 23 sections divided into the following chapters: 1. General provisions; 2. Planning system; 3. Reporting and monitoring; 4. Authorities and other actors; 5. Entry into force.
