Section 10 regulated visible emissions from existing sources. Under section 11, no person shall cause or permit the burning of trash, garbage, industrial waste or any other material or waste in an open fire or incinerator in a manner that causes air pollution, except in accordance with the authorization in a valid and subsisting permit to operate an industrial source, an incinerator or any fuel burning equipment.
