Whenever the Citrus Growers’ Association, established under section 19 of the Citrus (Processing and Production) Act, is of the opinion that there are reasonable grounds to suspect harm or injury from any pest, parasite disease or infection to the citrus cultivation in any area, the Association shall ask the Board for its advice. The Board shall advise the Association on the action to be taken to ensure the eradication or the abatement of the pest, parasite disease or infection. The Association shall carry out the advice of the Board on behalf of all citrus growers, and recover from them proportionately the expenses incurred by the Association in that connection.
