Abstract The present Model Law establishes legal norms of existence of state policy of rising up efficiency of use of energy as well as legal norms for creation and functioning of institutional, economic and information mechanisms of the realization of the aforesaid policy. The document consists of 8 chapters that contain 27 articles. Chapter 1 (arts. 1-4) lays down general provisions. Chapter 2 (arts. 5-11) establishes the basis of state management of energy saving. Chapter 3 (arts. 12-15) regards standardization, certification and metrology in the sphere of energy saving. Chapter 4 (arts. 16-22) establishes economic mechanism of energy saving. Chapter 5 (art. 23) regards international cooperation in the sphere of energy saving. Chapter 6 (arts.24-25) regards education and vocational training of specialists, and access to information in the sphere of energy saving.
