This Circular shall enter into force on the date of promulgation (29 May 1993).
Abstract

Based on the consideration that rhinoceros and tiger are endangered animals and that they are included in the list of Annex of the Convention of the International Trade of Endangered Species of Wild Flora and Fauna, this Circular strictly forbids the import or export of rhinoceros horn or tiger bone. No unit or individual may transport, carry or send by post said wildlife products into or out from the territory. The medicinal standards for rhinoceros horn and tiger bone are abolished: from now they shall not be used in making medicine anymore. The State shall encourage the medicinal development and research for the substitute of rhinoceros horn and tiger bone. Final provisions establish the measures to be taken in case of violation of the provisions of the present Circular.
