Abstract

In order to ensure the equilibrium of the national grain/rice market and to encourage the initiative of grain/rice production, the people's government at all level shall implement this policy. The purchasing price from individual peasant shall not be lower than the protected price; the selling price shall not be lower than the agreeable price. The rest part of this circular emphasis on the management of the grain/rice purchasing market. The financial administration shall further adopt measure to ensure and support the functioning of the market.
