The import of foreign waste shall be administered in two categories: waste that is forbidden to be imported; and, waste that can be used as a raw material but the import of which shall be under strict control. The National Environmental Protection Agency shall be the only department to have the authority to examine, approve and make strict inspections on imported waste that can be used as a raw material.
