Abstract

The objective of this Circular, which includes 20 articles, is to define the principles and procedures of fisheries production into marine and inland waters. Those who wish to engage in fisheries production should apply to the Provincial Directorate of Agriculture of the corresponding area by providing details of their intended production. The Provincial Directorate shall prepare a Preliminary Survey Report and submit to the Ministry of Agriculture for Preliminary Consent. Preliminary Consent allows the applicant to prepare his/her project. Fishery Producer's Certificate shall be given to those whose projects would be ratified. Details of this process are given in the Circular. 19 annexes are attached to the Circular laying down different forms and concerning some points to be taken into consideration: when applying to preliminary licensing (also for net cage); and protocols between different Directorates (Agricultural and Development collaborating in fishery production, Forest and Village Relations, State Hydraulic Works on fishery production in the reservoirs, National Parks and Hunting-Wildlife, etc.).
