This Circular enters into force on 1 July 1994.
Abstract

This Circular defines rules to regulate the entry of vessels into the seaports of the State and their departure therefrom. Therefore, as from 1 July 1994, ships, cruisers, launches and other means of maritime transport and naval units shall be prohibited from entering the territorial waters and ports of the State unless they hold the evidential documents required under the provisions of Law according to the international custom. The most important of these documents are: certificate of registration and sailing permit of vessels; statement of cargo and freight; crew list and passenger list. Due to account being taken of emergencies and climatic conditions, vessels shall be prohibited.
