A “chemical” includes: (a) a chemical, preparation or article within the meaning of Regulation (EC) No. 304/2003 of the European Parliament and of the Council; (b) a detergent within the meaning of Regulation (EC) No. 648/2004 of the European Parliament and of the Council; and (c) a substance, preparation or article within the meaning of Regulation (EC) No. 1907/2006 of the European Parliament and of the Council.
