Abstract

This Act provides for the regulation of fishing so as to protect port facilities and coastal zones of Chuuk from overtaxing use by fishing vessels. The Act requires licence to be obtained from the District Treasurer by all persons who operate one of more specified fishing vessels that engage in or conduct high seas fishing (as defined by this Act) from ports, dock, lagoon or anchorage in the State of Chuuk and requires a permission to fish for bait in coastal zones. Such permission shall be obtained from an individual, clan, family or any combination thereof and the municipality having any legal interest in or traditional or customary fishing rights to the place where such bait fishing is to be conducted. Vessels operating from ports of Chuuk and engaging in fishing on the High Seas shall regularly report to the Governor in accordance with this Act.
