Section 312 concerns the permission to enter territorial waters, whereas section 313 allows innocent passage. It shall be unlawful for any vessel to engage within the territorial waters of the Trust Territory in fishing, the harvesting of trochus, the removal of scrap iron, or animal, vegetable, marine, or mineral resources without authorization by an officer or agent of the government of the Trust Territory (sect. 316). Sections 317 to 330 provide for penalty for violations, seizure and forfeiture of vessel, and subsequent legal proceedings. Full text English Website fsmlaw.org
