The purpose is to ensure that the Territory and its surrounding waters are safe habitats for fish, shellfish and other marine life to exist and propagate for the continued use and enjoyment for the people of American Samoa, its future generations and visitors. Each participating Village shall, after consultation with the Department, implement the set of Village by-laws that shall set forth the conservation and management measures that apply to the Village's Marine Protected Area.
