Abstract

This Chapter authorizes a Community-based Fisheries Management Program of the Department of Marine and Wildlife Resources and provides for Village participation in such Program so as to empower, allow and assist local Villages in all aspects of the Village Marine Protected Area. The purpose is to ensure that the Territory and its surrounding waters are safe habitats for fish, shellfish and other marine life to exist and propagate for the continued use and enjoyment for the people of American Samoa, its future generations and visitors. Each participating Village shall, after consultation with the Department, implement the set of Village by-laws that shall set forth the conservation and management measures that apply to the Village's Marine Protected Area. The Chapter sets out rules relating to fishing that shall apply to the participating areas.
