The Chapter confirms that law of the Japanese administration relative to public lands forms part of the law of the Trust Territory with exception to certain rights to establish fish weirs and traps in areas below the high-water mark, rights of the owner of abutting land to claim ownership of all materials deposited on the land, fishing rights on, and in waters over reefs where the general depth of water does not exceed four feet at mean low water as were recognized by local customary law and some other specified rights. Customary rights may be exercised on public land subject to certain restrictions. The Chapter also provides with respect of exchange of public land for the use and occupation of private land.
