In order to give effect to those objects, this Act provides for a network of Catchment Management Committees, co-ordinated by a coordinating Committee, and Catchment Management Trusts linking the Government and the community to achieve the objectives of total catchment management, and also provides for Catchment Management Trusts to raise revenue for particular total catchment management purposes. For the purposes of this Act, total catchment management is the co-ordinated and sustainable use and management of land, water, vegetation and other natural resources on a water catchment basis so as to balance resource utilisation and conservation.
