The license shall be granted by the Minister on the basis of criteria established in comma 3 of regulation 3. The licenses shall be subject to conditions set out in comma 4 of the same regulation. Licenses may be withdrawn or suspended if the holder acts against rules laid down by these Regulations or if in the opinion of the Minister it is right to do so for reasons of public interest.
