Article 1 establishes that the Ordinance regulates in particular the reduction of the following greenhouse gases: carbon dioxide, methane, nitrous oxide, hydrofluorocarbon, per-fluorocarbons, sulphur hexafluoride, and nitrogen trifluoride. The text consists of 69 articles divided into 6 Parts as follows: General provisions (I); Carbon dioxide emissions (II); Compensation of carbon dioxide emissions from fuels (III); Measures to reduce carbon dioxide emissions from passenger cars, vans and light semi-trailers (IV); Execution (V-Deleted); Transitional and final provisions (VI).
