Abstract

In line with the Kenya Vision 2030, which recognizes the importance of agriculture in the overall development of national economy, this document lays down the Capacity Building Strategy for Agriculture Sector, applicable at the national level during the period 2016-2021. The Strategy takes into account the importance of a holistic and sector-wide approach to capacity building. The proposed interventions will target all agriculture sector value chains players and stakeholders. This Strategy is underpinned by a set of values and principles that will guide its implementation. These guiding principles confirm the two levels of government’s commitment to the development of sustainable actions in responding to sectoral capacity and technical assistance needs. They include: i) Flexible and demand-driven interventions; ii) Coordinated and harmonized interventions; iii) Cooperation and consultation; iv) Practical and module based learning approaches; v) Sustainability; vi) Continuous improvement; vii) Equity and gender sensitivity.
