The Board is created within the state government and consists of 15 members. The members are appointed by the Governor from the Agricultural Sciences Division of the University of California, the agricultural department of one of the state universities and colleges; persons who represent the agricultural industry; and members of the public who have no direct financial interest in the production or handling of agricultural products, but who have an interest in, and knowledge of, the environment and consumer affairs. The board shall inquire into the needs of the agricultural industry of the state and the functions of the Department of Food and Agriculture of California in relation to such needs, and confer and advise with the Governor and the director as to how the agricultural industry and the consumer of agricultural products may best be served by the department. The board, and any member of it who is authorized by resolution of the board, may make investigations, conduct hearings, and prosecute actions concerning all matters and subjects which are under the jurisdiction of the Department of Food and Agriculture of California.
