Abstract This Resolution consisting of 19 articles aims at regulating the activities of the circulation of used oils and preventing them from polluting the environment or causing harm to public health. Its provisions shall apply to all used oils, including machinery, engine, hydraulic and gear oils, oils used for lubrication or any combination thereof, except for polychlorinated biphenyls (PCBS) which can not be remedied and may not be reused. The Resolution states that (i) it is prohibited to practice any activity related to the circulation of used oils without obtaining a license from the competent authority (the application for a license shall be submitted to the competent authority); and (ii) to use the oils used for the production of energy in institutions, factories or houses it is necessary the prior written consent of the competent authority.
