Abstract

This Resolution consisting of 12 articles aims at establishing and regulating the Palestinian National Center for Agricultural Research undertaking the following main tasks (i) preparing agricultural scientific research plans and programs of agricultural development, and achieve and implement the objectives of the agricultural policy, in addition to coordinating national agricultural research activities and transferring technology; (ii) using modern agricultural technology appropriate to local conditions and adopting it, whether in relation to plant production or animal and water production; (iii) transferring modern agricultural technologies, disseminating them to the extension agency and agricultural workers, and following up on the results of their application; (iv) holding training courses, conferences and workshops specialized in agricultural research; (v) cooperating with local, regional and international institutions to implement agricultural research programs; (vi) developing the skills of specialists, researchers and informants in agricultural research, and providing agricultural and environmental awareness agencies with approved technical information; and (viii) providing laboratory services regarding soil, water, feed, oils and toxicity tests, fertilizer analyzes, and others. An Advisory Council is formed, headed by the Minister of Agriculture and membership of representatives of the concerned Ministries, with the following powers (i) propose agricultural research strategies and plans and define their priorities within the general agricultural policy; (ii) propose annual financial allocations; (iii) propose draft agreements and contracts with all parties from outside the country; and (iv) propose foundations for cooperation with official authorities, universities, the private sector and scientific institutions.
