Abstract

The Regulation prescribes the procedures for determining the licence area for the use of subterranean depths for the prospection or exploration and production of hydrocarbons; the procedures for the licencing of hydrocarbon prospection, exploration and production works; the organisation of the work and functions of the Hydrocarbon Exploration and Production Licensing Commission; the procedures and rules for the change of licensee; the amount of the State fee for hydrocarbon prospection, exploration and production licences and its payment procedures; the procedures for the prospection, exploration and production of hydrocarbons in the territory of the Republic of Latvia onshore, in inland sea waters, in the territorial sea and in the exclusive economic zone of the Republic of Latvia; the organisation of the work and functions of the competent authority; the procedures for the participation of the State in the exploration and production of hydrocarbons offshore or in immovable properties belonging to the State; environmental protection requirements for the hydrocarbon extraction and production activities offshore and onshore; the procedures for the elimination of the consequences of accidents in hydrocarbon exploration and production activities; and the requirements for the prevention of severe accidents related to the activities in the oil and gas sector offshore, and limiting the consequences of such accidents.
