Abstract

This Regulation prescribes the principles, requirements, and procedures for the application of the green public procurement, groups of products, services, and works subject to the application of the green procurement requirements, tender evaluation criteria, conditions for the execution of a procurement contract, and control procedures; the requirements and criteria for green procurement applied in the public procurement of such products and services subject to mandatory application of the green procurement (Annex 1); the requirements and criteria of the green procurement which can be applied in the public procurement of works, as well as other priority product and service groups (Annex 2); and the methodology of life cycle costs for energy consuming products (Annex 3). The requirements and criteria of the green procurement contained in the public procurement documentation shall be applied to the set forth environmental requirements and criteria for a specific product and service group or works to ensure the compliance of the public procurement with the principles of the green procurement. The objective of promoting the green procurement is to reduce the environmental impact of products, services, and works that are purchased in public procurements throughout the entire life cycle thereof, at the same time contributing to environmentally friendly development of product and service market and increasing the competitive capacity of the local economy. The Ministry of Environmental Protection and Regional Development shall be the institution responsible for the procedures for the application of the green procurement, implementation, supervision, and evaluation thereof.
