It shall be applicable to internal waters located on the landward side of the coastline of the Baltic Sea and the Gulf of Riga and in the mouths of rivers and canals on the landward side from the points of their opposite shores furthest into the sea, and in ports - from the hydrotechnical or other structures located on their opposite sides furthest away points raised in the sea. For industrial fishing in inland waters, a fisherman in the relevant municipality in whose administrative territory the water body is located: receives a special permit (license) for commercial activities in fishing, if the fisherman is engaged in commercial fishing in internal waters; concludes a lease agreement for industrial fishing rights, except for the case where industrial fishing takes place in accordance with regulatory enactments on the use of fishing rights in private waters or licensed industrial fishing; and receives a fishing permit (license), which specifies the type of fishing gear, the limit of their number (for nets - the limit of the length of the nets in meters) and the limit of the amount of catch of certain fish species, including crayfish and three-legged larvae, if there is such a limit is fixed in the relevant waters.
