Keyword Environmental planning Environmental standards International relations/cooperation Subsidy/incentive Institution Procedural matters Governance Policy/planning Standards Protection of environment Geographical area Europe, Europe and Central Asia, European Union Countries, Northern Europe Abstract The aim of the Green Public Procurement Support Plan (the GPPSP) is to ensure that in financial terms green purchasing (GP) planned from the state budget reaches at least 15% of the total volume of procurement made by state and local government institutions starting from 2015, 20% in 2016, and 17% in 2017, and that GP and GPP (green public procurement) requirements are applied and integrated in the implementation process of the EU Structural Funds and of the Cohesion Fund. To ensure the legal framework and application of binding GP and GPP activities, it is necessary to improve the institutional system and the regulatory framework. A monitoring and evaluation system is envisaged for controlling the results achieved, which would promote improvements to the existing system and make the results available to the public. Methodological management and monitoring must be ensured in order to provide information about GPP and application of GP criteria to other state and local government institutions.
