No person shall burn or cause or permit to be burned any vegetation for cultivation unless there is a firetrace completely surrounding the area containing such vegetation. The firetrace shall be made in accordance with specifications set out in the Rules. It shall be kept cut and cleared of all debris so as to be fireproof at all times during a specified period of the year whether the cutting of the vegetation which it surrounds is not yet started or is incompletely cut.
