The regional spatial planning should be based on the conditions of overall planning zones and overall planning space requirements. The planning follows the standards for living conditions that are equivalent as possible, and are creating a balanced economic, social and transport structure. The nature, landscape and natural foundations of life are to be protected and cared in sufficient quality and quantity preservation for the future. Other preservations that should be considered are the protection against natural disasters and the provision of goods and services, cultural, social, educational, sports, information, communication and transport facilities to population. The Law contains 59 Articles divided into 3 Sections and provides the goals, requirements and administration process for regional spatial planning (1); local spatial planning (2); and provision on the enforcement of the law (3).
