Abstract The present Act establishes the office of an ombudsman for the protection of the environment. In particular, its purpose is to maintain and improve the conditions of the environment as basis for humans, animals and plants; to conserve the biological variety of nature, as well as that of cultural heritage. The functions of the commissioner are as follows: Participation in administrative procedures; right to take action in order to eliminate malfunctioning; Access to and transmission of documents; Unhindered inspection of land and appurtenances; Assessment of drafts of Acts and Ordinances; Reporting to the local government and the public.
