Section 4 satates that "an organism of a particular kind shall be taken to be controllable by biological means if, and only if, the organism can be controlled by the release of a live organism of another kind". The Act consists of 56 sections and is divided into the following Parts: Preliminary (I); Target organism (II); Agent organism (III); Special declarations of target organism and agent organism (IV); Release of agent organism (V); Biological control under the laws of a State or the Commonwealth (VI); Inquiries (VII) and Miscellaneous (VIII).
