Abstract The present Law aims at keeping as low as possible the amount of waste (waste prevention), avoiding, or at least reducing, hazardous substances contained in waste (minimalizing of harmful substances); recycling of waste, in particular of glass, paper, metal, plastic, building rubbish and organic substances (waste recycling), processing non re-usable hazardous substances in such a way that they may be used or stored without damage to the environment (waste treatment), storing non-recyclable or non-treatable waste (waste storage). These aims shall be attained without harming the well-being of the community: special attention shall be paid not to endanger the health of human beings and the environment.
