The Law applies to Swedish ships and to foreign vessels that are within Sweden's sea territory or economic zone. Regulations issued pursuant to this Act may not conflict with such provisions in international agreements that are binding on Sweden. Before releasing ballast water, it should be treated as specified by this Law. The government, or the authority which the government decides, may issue Regulations stipulating rules for repairing or cleaning of ballast water tanks and devices for the reception of sediments. For each vessel, there must be a ballast water management plan that must be approved by an authorized authority. The ship's ballast water and sediment must be handled according to such plan. The Law provides also rules for the design, certification and inspection of Swedish ships for the purpose of control of ballast water.
