Abstract This Decision recommends to the Government, under the terms of article 166 of the Constitution, to declare the year 2016 as the national year for combating food waste and to perform the following activities: 1. develop a set of initiatives within the scope of the national year to combat food waste; 2. promote rigorous surveys, continuously updated, on the reality of food waste in Portugal, indicating, namely, the causes that contribute to food losses, throughout the entire food chain; 3. create a national action plan setting, annual and multi-annual objectives and goals for the reduction of food waste, and built on a process of active and collaborative participation by society; 4. match the objectives and measures to reduce food waste aiming at food security and the full satisfaction of the population's food needs, with particular urgency in relation to children and young people, taking into account the INE report on poverty, inequalities and material deprivation in Portugal; 5 develop a campaign to raise awareness among economic agents and consumers about the problem of food waste; 6. disclose, annually, the calculation of the amount of natural resources saved in relation to the levels of reduction of food losses, in order to encourage all stakeholders in the food chain for the environmental success of their options; 7. integrate in the school programs, within the scope of environmental education or education for sustainability, the subject of efficient food management and combating food waste; 8. develop youth ideas programmes to combat food waste; 9. create a sub-programme under the Rural Development Programme (PDR 2020) aimed at short distance chains for the sale of foodstuff, etc. Full text Portuguese Website dre.pt
