The Government in the Health and Family Welfare Department have the following general obligations towards the progressive realization of health and well being of every person in the state by undertaking appropriate and adequate budgetary measures, to the extent possible as per the globally accepted norms, to satisfy, the obligations and rights, ensuring planning and rational allocation and distribution of resources for various health issues and concerns. Its action shall prioritize the most vulnerable and marginalized groups, who are unable themselves to access the means for adequate and appropriate health care services, and ensuring them at least the minimum conditions of health care.
