F.9 (the Act); or an award is made by a board under paragraph 27 of subsection 7 (1) of the Act, and a dispute arises out of that agreement or that award, any party to the dispute or the local board may refer the matters in dispute to the Commission and request that the matters in dispute be settled by an arbitrator or a board of arbitration.
