This Law enters into force on 1 November 2006.
Abstract

The purpose of this Law is to combat identified corruption establishing the legal basis for combating organizations involved in corruption offences. “Corruption” shall be intended abuse of power for personal gain, advantage over others to grant and obtain that illegal advantage from citizens and legal entities by violation of the acting legislation manifested by actions or omissions. Government agencies shall introduce anti-corruption legislation to citizens. Public institutions shall formulate anti-corruption policies and make specific decisions on the matter. Government bodies shall exercise powers in the field of detection, elimination, suppression of corruption and the consequences thereof. Non-government organizations combating corruption shall support public participation in this field. Non-governmental organizations shall approve code of ethics for its members and shall disclose operational and financial reports. Public officials that fail to fulfill the duty of preventing and combating corruption shall be subject to disciplinary action by an authorized official. Citizens and legal entities shall have the right to submit petitions, complaints and information to the Anti-Corruption Agency. This Law specifies the categories of public officials and civil servants for which declaration and disclosure of assets and income is mandatory. The Anti-Corruption Agency shall have unified management and be independent in accordance with the rule of law, adhering to independence, transparency and secrecy in its activities based on the principle of compliance. Influence or interference with land activities shall be prohibited. This Law consists of VI Chapters divided into 35 Articles. Chapter I lays down general provisions. Chapter II regards prevention of corruption. Chapter III regards disclosure and declaration of assets and income. Chapter IV regards Anti-Corruption Agency and its powers. Chapter V regards guarantees of Anti-Corruption Agency. Chapter VI lays down miscellaneous provisions.
