Abstract

These Rules are made under section 50 of the Royal Ordinance on Fisheries by the Director of the Department of Fisheries. Section 50. It shall be mandatory for a holder of a license to engage in fishing outside Thai waters to have an observer stationed on board the fishing vessel. This requirement must fulfill international obligations in relation to conservation and management and serve to deter and eliminate illegal fishing. Observers must be provided according to the following rules. (1) the type of vessel that must be provided by observers; (A) The fishing vessels engaged in fisheries in the outer waters of Thailand shall be provided with observers. Be in the fishing vessel to keep the information as prescribed by the Department of Fisheries, at least at least five percent Of the total fishing effort To start operation within one year from the date of this notification come into force; (B) fishing vessels carrying aquatic animals outside the territorial waters of Thailand shall provide observers regularly stay in fishing boats while carrying out the animals. Observer's Obligations shall include identification and reporting. They shall report within twenty days from the time the fishing vessel docked or the observer come onshore to the Marine Fisheries Research and Development Division of the Department of Fisheries. The observation of the vessel shall be recorded in the form prescribed by the Department of Fisheries.  Observers shall jointly sign the report on the discharge of the fish. The Marine Fisheries Research and Development Division, Department of Fisheries shall have the duty to supervise observer standards.
