Only persons licensed by the Minister under this Act may carry out experiments on animals. No licensee shall perform any experiment except in accordance with the terms of his or her licence and subject to the restrictions imposed by this Act. The Minister may grant a teaching permit to perform specified experiments for teaching purposes and may authorize experiments on animals without the use of anaesthetic. Every licensee shall render to the Minister returns as may be required in relation to any experiments performed by him or her and shall be subject to inspections and controls.
