Experiments shall be carried out only by persons licensed under this Act by the Minister. The Act defines when experiments may be carried out and sets out criteria and conditions for such experiments. The Minister may issue permits for experiments carried out for teaching purposes and special permits for the carrying out of experiments that would otherwise be prohibited.
