Abstract This Resolution consisting of 28 articles aims at promoting the welfare and responsible ownership of animals and preventing cruelty to animals. The principal responsibility for the provisions of this Resolution is upon the Director of Veterinary Services and Animal Industry who has the powers to issue binding directions, guidelines, or code of practices. The Resolution establishes, among other things, that (i) to carry on any activities involving animals a license issued by the Director is required (Part III explains in detail the procedures and related matters); (ii) the needs of an animal have to be fulfilled, including a suitable environment, diet, behavioral patterns, accommodation, protection from pain, suffering, injury, and disease; (iii) transportation of animals must be carried out following rules to ensure the safe delivery of the animals to the consignee.
