Abstract This Act is enacted to ensure proper treatment by human beings of any live member of the animal kingdom. The introductory Part contains definitions and the making of Orders in Council by the Governor General. Part 1 contains provisions to ensure that owners of animals and persons in charge of animals attend properly to the welfare of those animals. Part 2 prohibits certain types of conduct towards animals and controls the use and sale of traps and devices used to kill, manage, entrap, capture, entangle, restrain, or immobilize an animal. The purpose of Part 3 is to protect the welfare of animals which are being exported from New Zealand and which are being transported by ship or aircraft. Part 4 establishes a National Animal Welfare Advisory Committee and a National Animal Ethics Advisory Committee. Part 5 concerns establishment of procedures for the development, issue, amendment, review, and revocation of codes of welfare. Part 6 regulates use of animals in research, testing, and teaching. Part 7 contains provisions relating to administration. Part 8 prescribes offences. Part 9 contains miscellaneous provisions including provisions on killing or hunting of animals.
