The basic idea is that animals have to be protected and well treated; for example, they have to be well and regularly fed and kept in appropriate places with enough space and the right climatic conditions. Then the Ordinance treats issues such as the keeping of animals in agriculture (Part 2); in particular, this Part deals with the keeping of pigs, horses, sheep and goats and poultry. Part 3 governs the keeping of other domestic animals and especially of dogs. Modifications of existing plants for horses, cows, pigs and poultry are treated at the end.
