The Minister must designate an officer of the department who is a veterinarian as national executive officer (sect. 3). The national executive officer exercises the powers conferred on him or her and performs the duties imposed upon him or her by or under this Act subject to the control and directions of the Minister. No person may export any animal or thing from the Republic unless the national executive officer has issued an export health certificate to such person (sect. 8). The national executive officer may establish quarantine stations for the accommodation of any imported animal and declare quarantine camps under section 11.
