"Animal" means any member of the animal kingdom except human beings, either alive or dead, and includes arachnids, birds, crustacean, fish, insects and reptiles. Sections 2 and 3 set out powers of veterinary officers appointed under section 10 of the Meat Industry Act with regard to inspection, testing, sampling, treatment, etc. Section 5 requires holders of animals to properly enclose such animals.
