"Animal" means any member of the animal kingdom except human beings, either alive or dead, and includes arachnids, birds, crustacean, fish, insects and reptiles. Sections 2 and 3 set out powers of veterinary officers appointed under section 10 of the Meat Industry Act with regard to inspection, testing, sampling, treatment, etc. Section 5 requires holders of animals to properly enclose such animals. Any animal infected with any notifiable or controlled disease, or to be carrying the agent of such disease, or any animal known to be or to have been in contact with such an animal, may on the authority of a veterinary officer be isolated, or slaughtered and disposed of (sect. 7). "Notifiable disease" or “controlled disease” means any disease of animals declared as such by the Minister under section 17 of this Act. Section 9 concerns an order of the veterinary officer, on authority of the Director of the Government Department responsible for animal health and production, to reduce the stock of a given premises in order to better control or prevent a disease. Other provisions concern quarantine, seizure of animals and compensation, notification of diseases, movement of animals, registration of stockholders, emergency measures and enforcement and prescribe offences and penalties.
