Abstract

These Rules have been framed pursuant to the powers under Andhra Pradesh Farmers Management of Irrigation Systems Act, 1997 (Act No. 11 of 1997). These Rules lay down the objectives of Farmers Organisation including assisting the government in effective Water management, collection of taxes and motivating stakeholders. It also lays down the rights and responsibilities of the Farmers Organisations and its members. It provides for the rules relating to administration of General Body of Farmer Organizations and also lays down their powers and functions. It also provides for the composition, powers and functions of the Managing Committee. The Rules lay down the procedure for settlement of disputes, appeals and inspection of records. It also contains provisions for social audit, operational planning and water budget, accounts and audits of Farmers Organisations. The Rules provide for levy and collection of fees, offences and penalties, and the functions of competent authority.
