Abstract This Act lays down rules for the designation of the American Samoa Environmental Protection Agency as the agency responsible for the implementation and administration of supplying plastic bags to consumers, in order to prevent damage to the environment. This Act shall not apply to shopping bags composed of non-petroleum-based biodegradable plastic and compostable plastic bags. The American Samoa Environmental Protection Agency may issue category variances for raw meat, poultry or fish, frozen food, fresh produce, and prepared meals in takeout containers.
