Permits issued under the limited access system are renewable and transferable. This Amendment was developed concurrently with Coastal Pelagics FMP Amendment 15, which creates a permanent limited access system for the mackerel fishery. Establishment of a limited access system that caps participation at the current level provides for long-term social and economic stability in the reef fish fisheries.
