Abstract

This Amendment to the Fishery Management Plan (FMP) for the Spiny Lobster fishery in the U.S. Fishery Conservation Zone (FCZ) of the Gulf of Mexico and the South Atlantic under the Jurisdiction of the Gulf of Mexico Fishery Management Council provides a regulatory amendment procedure for instituting future compatible State and federal rules without amending the FMP. Under the regulatory amendment procedure rules promulgated by the Federal State shall be implemented by the Regional Director, NMFS, under oversight by the Councils, provided that they were consistent with the goals and objectives of the FMP, the national standards, the Magnuson Act, and other applicable laws.
